"The Israeli government should place the responsibility for the absorption of those seeking to flee the Strip on Mahmoud Abbas and on the new Fatah government established in the West Bank, and following scrupulous security screening by the Shin Bet security service they should be transported from the Erez Crossing to shelters that are prearranged with Fatah representatives in the West Bank.

Those in need of medical attention should be permitted immediate entry, as has always been customary in similar humanitarian situations. We should temporarily set up a special headquarters at the Erez crossing that would comprise IDF, Shin Bet, police, Foreign Ministry and Health Ministry officials.

In easing the pressure at the Erez crossing, Israel would be demonstrating its support for Fatah, solve a severe humanitarian crisis, and prevent entrance of unwanted persons into the West Bank.

Israel's proclaimed policy not to interfere in the intra-Palestinian conflict is correct; it will assist in expanding the severance of ties between the West Bank and the Strip, while with regards to future diplomatic ties it will boost cooperation and integrate common interests among Israel, Egypt and Jordan."
