BICOM Senior Visiting Fellow Brig. Gen. (res.) Michael Herzog, fresh from discussions with policy-makers in Israel and the US, addresses the burning question: How can the coalition defeat ISIS?

As air strikes can only contain ISIS, whose troops on the ground will defeat it? Is a greater show of determination required from Western powers in order to successfully recruit local forces to an anti-ISIS coalition? Should the West ally with Syrian Kurds and select Sunni tribes? Is there a responsibility to protect, by creating safe zones in Syria to mitigate the human tragedy? How can the West counter ISIS’s ideological appeal? And while defeating ISIS, how can Western policy makers prevent the empowerment of the Iranian-led axis?
