The Times, Independent, Independent i and the online edition of the Financial Times report that Labour leader Ed Miliband has instructed MPs to vote in favour of a parliamentary motion next Monday to recognise a Palestinian state. A Labour whip on the issue would likely see the motion pass, although all reports note opposition from some Labour MPs. The Times says that “frantic lobbying” is going on behind the scenes, with some MPs looking to table a crucial amendment to make clear the need for bilateral talks between Israel and the Palestinians.

The Independent includes a separate report on Palestinian support for Monday’s vote, although it would have only symbolic significance. The article also includes comment from Israeli Labour legislator Nachman Shai, who says that support for “unilateral” steps by the Palestinians will only have a “negative result.”

Meanwhile, the Guardian includes an opinion piece by former-UK Consul-General to Jerusalem, Vincent Fean, who says that the time is right to recognise a Palestinian state.

The Times and the online edition of the Financial Times both report that the recently-formed Palestinian unity cabinet, supported both by Hamas and the Fatah faction of Palestinian Authority (PA) President Mahmoud Abbas, met yesterday for the first time in Gaza. PA Prime Minister Rami Hamdallah said that the top priority is the reconstruction of the Gaza Strip following Operation Protective Edge. The meeting comes just days before an international donor conference in Cairo, at which the Financial Times online says that Palestinian leaders will request roughly £2.5billion in aid.

Elsewhere in the region, the Guardian online reports that Foreign Secretary Philip Hammond met yesterday with US Secretary of State John Kerry to discuss the possibility of training Syrian opposition groups which oppose ISIS.

In Egypt, the Guardian online says that Amnesty International has voiced concern over the 14-month detention without trial of a photojournalist. Meanwhile, the Telegraph online says that in Iran, the trial of a 25-year-old British woman, arrested after defying gender segregation laws to attend a men’s volleyball match, will take place on 14 October. However, she will be charged with “propaganda against the regime.”

In the Israeli media this morning, Yediot Ahronot features a wide-ranging interview with Shas leader Aryeh Deri, who calls the current government, including Prime Minister Benjamin Netanyahu a “failure.” Deri says that during the upcoming Knesset winter session, Shas will be dedicated to toppling the government and ensuring new elections and that he would support Labour leader Isaac Herzog in replacing Netanyahu.

Haaretz and Israel Hayom prominently cover yesterday’s Palestinian unity cabinet meeting in Gaza, the first to take place there since Hamas violently overthrew the Fatah faction in 2007. Haaretz diplomatic correspondent Barak Ravid says that Israel gave tacit recognition to the return of the Palestinian Authority (PA) to Gaza, by permitting its officials to travel from the West Bank, through Israel and into the Gaza Strip for yesterday’s meeting.

Meanwhile, the advance of ISIS towards taking control of a crucial strategic town on the Syria-Turkey border is a major item in Israel Hayom.
