The Guardian online covers a bill proposed by Israel’s new Justice Secretary, Ayelet Shaked, which intends to crack down on Palestinians who throw rocks at Israeli vehicles. Such attacks have caused serious injuries and road accidents resulting in fatalities. The bill, which was approved yesterday by the ministerial legal committee, would see offenders face a prison sentence of up to 10 years. The legislation will now move to a Knesset vote.

The Financial Times online features a ruling in Illinois, which has become the first US state to ban state pension funds from investing in companies which boycott Israel. Experts quoted in the article say that other US states could follow suit, in what would be an antidote to some European pension funds which have divested from certain Israeli companies.

The Financial Times, Telegraph, Guardian, Independent, Times, Daily Mirror, Daily Express, Independent i and Sun all report the US Secretary of State John Kerry was airlifted to a Swiss hospital having broken his right leg in a bike accident. Kerry was in Switzerland to meet with Iran’s Foreign Minister Mohammed Zarif in the latest talks regarding a long-term nuclear accord between the P5+1 powers (US, UK, France, Russia, China and Germany) and Tehran. Kerry will return to the United States for further treatment but will re-join talks via a live video link.

In the Israeli media, the top story in both Yediot Ahronot and Israel Hayom is efforts by the Palestinian leadership to delegitimise Israel and either attack or exclude the country from international forums. Israel Hayom highlights comments made by Prime Minister Netanyahu to his cabinet yesterday, in which he warned that although the Palestinians on Friday withdrew a motion to suspend Israel from FIFA, world football’s governing body, it was just part of a wider campaign “to besmirch Israel.” In Yediot Ahronot, Ben-Dror Yemini offers a lengthy analysis, concluding that the boycott, divestment and sanctions efforts are “gradually becoming a strategic threat” towards Israel.

The top item in Maariv is speculation that Likud’s Benny Begin could resign from the Knesset. Begin is a well-respected former minister and was brought back onto the Likud list of Knesset candidates prior to March’s general election. He was subsequently appointed as a Minister without Portfolio, but has since been forced to resign his position in order to make way for Gilad Erdan, who belatedly joined the cabinet last week. Begin is now apparently considering leaving the Knesset altogether.

Israel Radio news reports that Germany’s Foreign Minister Frank-Walter Steinmeier visited Israel yesterday and met with Prime Minister Benjamin Netanyahu. He also met Palestinian leaders in Ramallah and is set to travel to the Gaza Strip today, but will not meet with Hamas representatives.
